US INCSR 2017 Vol II on Money Laundering updated

The Expert Edition updated the US International Narcotics and Control Strategy Report (INCSR) 2017.

Please note, the latest edition of the US INCSR Vol II (2017) on major money laundering countries made some changes from its previous edition. This year, the US INCSR lists the countries of major primary concerns only and does not provide any other categories. As a result of this change, the methodology of the Expert Edition was amended and the risk ratings for a number of countries changed.

World Bank’s IDA Resource Allocation Index (IRAI) updated

UN SC Sanctions against Ivory Coast and Liberia lifted

US International Narcotics Control Strategy Report 2016 published

The US International Narcotics Control Strategy Report (INCSR) 2016 was published in March 2016. The Expert Edition uses the Volume II: Money Laundering and Financial Crimes section as a source. 

There were no changes to the prioritisation from the previous report in 2015 regarding the list of "Countries of primary concern".

New Expert Edition user interface launched

The Expert Edition online user interface was re-designed and improved. Most functions remain the same, but we have introduced some new features and enhancements:

New design
The new design is now streamlined with the new website of the Public Edition of the Basel AML Index. Users can now see both the Public Basel Index and the Expert Edition when logged in.

New download function
You can now download all the data including the sub-indicators as CSV and Excel anytime under the download function.

Netherlands Antilles removed and South Sudan added
The Expert Edition removed Netherlands Antilles from the country list.
Sufficient data became available for South Sudan, which is now added in the Expert Edition country list.

2015 Open Budget Index scores updated

The Expert Edition updated the 2015 Open Budget Index scores from the International Budget Partnership. The Open Budget Survey evaluates whether governments provide public access to budget information. The Open Budged Index sub-indicator and the scores of the Public Transparency & Accountability category were updated.

WEF - Global Competitiveness Report 2015 - 2016 updated

The Expert Edition updated the World Economic Forum Global Competitiveness Report (WEF GCR) 2015 - 2016. The following 3 sub-indicators were updated from the GCR:

Basel AML Index 2015 Public edition released including a new adjusted methodology

The Basel AML Index 2015 annual public edition was released on 18 August 2015 including a new methodology.

The following adjustments were made affecting the Expert Edition:

New FATF Methodology:
The new 2015 Basel AML Index is based on a modified methodology, which makes use of the new FATF Mutual Evaluation Reports (4th round) including the effectiveness ratings. A new methodology was developed to incorporate the effectiveness assessment in addition to the assessment of legal compliance with the FAT MERs.

BTI Rule of Law replaced by World Justice Index:
Based on the annual review, the Basel AML Index has decided to replace the Bertelsmann Transformation Index (BTI) Rule of Law sub-indicator with the World Justice Project Rule of Law Index.

New FATF Mutual Evaluation Reports including effectiveness updated

The Expert Edition updated a number of new FATF Mutual Evaluation Reports (MERs) and FATF Follow up reports. The Overall Score and ML/TF risk scores in the Expert Edition were updated accordingly.

Based on the annual 2015 Public edition of the Basel AML Index release, a new methodology was developed to incorporate the effectiveness assessment in addition to the assessment of legal compliance with the FAT MERs. In addition to other MER updates, the following countries have been assessed by the FATF, which include an effectiveness rating:
